Is the content a done deal?

I know Rockstar added some new things to the PC version of the game which is great but overall, is the game complete and a done deal in terms of offline play? Like are they never going to add anything to it again at this point and just focus on the online mode?

Something to keep in mind is that R* considers RDO the continuation of the game and where all DLC is released via.

The campaign is robust & complete and divetails straight into the story told in RDR1 (which picks up where RDR2 leaves off). 

RDO is intended to open up the game world to the player where they can now enter the story as themselves.  You are intended to be the continuation of the RDR2 and that is where the expansion is focused on.

Not the point I was making but yeah, ok.  I thought they delivered an amazing and robust solo experience with the campaign and I've enjoyed the online too. 

To me, RDR2 was well worth the purchase price alone and one of the best SP games I've played on PS4.  .....but I get not everyone will feel the same.

Yeah, I agree.  RDR campaign mode is easily the best I've ever seen in any game.  In terms of value for money in that respect, it's astonishing, especially when campaign mode in the usual CoD type games last barely 15 hours.

Maybe I'm unpopular for holding this opinion, but I'm just saying that if they indeed loved single player over multi player like was claimed in the article Newsbot posted, they'd be doing something for it even if it was just giving us new outfits, weapons, and horses to buy.

They never said they loved "single player over multiplayer" in the Newsbot post I believe you are talking about.  You need to take the remarks Imran Sarwar made into context.  

This was in response to a question if R* was moving away from story expansions and why there were none in GTAV:

"No, it was not really a conscious decision, it’s just what happened," Sarwar says. "With GTA V, the single-player game was absolutely massive and very, very complete. It was three games in one. The next-gen versions took a year of everyone’s time to get right, then the online component had a lot of potential but to come close to realizing that potential, also sucked up a lot of resources. And then there are other games – in particular Red Dead Redemption II. The combination of these three factors means for this game, we did not feel single-player expansions were either possible or necessary."

The good news for story fans? Rockstar not having the bandwidth for an expanded story campaign in GTA V doesn't mean no Rockstar games will have them going forward. "We would love to do more single-player add-ons for games in the future," Sarwar says. "As a company, we love single-player more than anything, and believe in it absolutely – for storytelling and a sense of immersion in a world, multiplayer games don’t rival single-player games."

Sarwar is simply stating what R* reps have been saying before and since about single player.......  They do love creating these SP experiences in their games.   He adds that he doesn't believe MP can deliver the same level of storytelling and immersion a good single-player component can.  

Also, look at this remarks about GTAV.  He feels (as I do) that they delivered a massive and complete single-player game.    I also believe this to be true of RDR2. 

RDR2 stands as one of the best single player games in ages that took ~3,000 people over 7 years to create with a main story script of about 2,000 pages long, about 500,000 lines of dialogue, over 2,000 days of motion capture work, etc.   The level of detail in RDR2 sets a benchmark IMO.  

If RDR2 doesn't show a company that is committed to (loves) delivering an incredible single-player experience, I don't know what does.
