From what I'm seeing, even if you turn the cheat on and then off, it will still not allow you to manually save. I'm stuck on the same issue right now. Not currently in a mission and just did 2 others to make it progress to no avail. I had turned on a cheat earlier, turned it off shortly after and now I cannot manually save the game.
