Found a solution. After fully closing the game and then restarting it, all of the missing boats are now back.

I know that. I'm not new to Rockstar games. There are a lot of bugs in this game though. I'll check it out. There's supposed to be one on the other side of the houseboat on the river according to the guide, but that one is missing as well.

I’ll try saving and reloading. I searched all up and down the coast including St. Denis and still could find one. This game is excellent, but there’s still a lot of bugs that need to be addressed.

Finished the main story already and I can't find a boat anywhere to go out to the penitentiary and catch the last legendary fish. Anyone know where to find a boat? I checked all of the locations mentioned in the guide but they're all gone. Thanks!
