Actually, I just figured it out. I'm stupid...

Does anyone have any experience with this? I thought maybe it was because of the mission I was on, but now I just went from chapter 3 to chapter 4, and I can still no longer bring up the weapon wheel when I walk into a store. This wasnt an issue earlier in the game.
