Why is this treasure and next map not there? Can't progress in story mode with treasure hunts till I get the next map. Seen a few other post regarding the same issue. But no update or anything to fix it. ?????

I went to the location, found the lock box. No map,no treasure. Why? And how can I get it? Without it I can not progress in the story mode as far as treasure and treasure maps. Bought the normal version. Is there an update or something to fix it? I payed my money and should get the whole experience. I have seen other post about the same thing. I guess I paid my money and Rockstar doesn't care. Any advice, or better a fix.
