Problem with "Fishing Rod cannot be equipped here"

September 8, 2019 NOT ABLE TO EQUIP FISHING POLE!! I had an issue as well on the "railroad" portion of challenge, it would not let me equip my fishing pole anywhere. Fully quiting the game to main screen then logging back on worked the very first time. Also, i did it in a canoe .
