I just started playing in early Feb and I've had a few instances of hackers, but not a huge amount. One or two blowing up hacks, and one or two other questionable ones. Then the one that was spawning cougars on everyone around after they vacuumed a bunch of people up. Was easily fixed with an instance swap though, so it wasn't a huge deal, I don't think. Annoying, sure, but not a deal breaker for me as of yet.

I've run into this issue from time to time as well, but I've not been able to really pin down a decent reason for it, esp since my rig is more than equipped to handle anything RDO can throw at it.... Only thing I can think of is certain shading or shadow quality things, possibly some water rendering, as those are things that I've run into in other games that seem to drop my frame-rate....though it doesn't look like your screenshots include any sort of water....
