If I have 1 - 2 stars on legendary bounties and I do a posse with my fiance who has 3-5 star bounties, will they lower to my star status if I become the Posse leader?

I have a few questions that I need help with! I am very new to the game thanks to my boyfriend and we're trying to find out things about the game since I have pay for us both a PlayStation 4 Account. 1. Can one posse member buy another posse member a gun or any other type of item including possibly a Bounty Hunter License? 2. Is the Persistent Posse Admin Fee for a permanent thing or is the Persistent Posse just a one time use? 3. How do we get the Legends of the East Satchel for Online Free Roam (Not the Story Mode)
