I'm playing the game on ps4 pro on a pc monitor that has no hdr and I'm still experiencing blurring issues. I'm honestly ok with the blurry stuff in the background (the game still looks amazing) it's when I turn the camera that it gets bad. The heavy blur is disorienting with the cb rendering frame artifacts and crushes the beautiful visuals of the game. Enemies and animals are hard to see when panning camera. I hope they can improve the checkerboarding for nicer detail but if that's too much to ask maybe motion blur options would help.
