RDR 2 PC low fps

Hey, I have a problem. My configuration is not exactly best so I expected to run it on like medium quality. But did not expect at medium quality there would be mostly like 20-25 fps... its so annoying. I have the latest nvidia drivers. I even tried benchmark with the lowest quality and it showed only above 30 fps, like wtf??? My configuration is GTX 970, 16 GB Ram and Intel core i5-2500k- its the weakest, at minimal requirements for RDR 2 this processor. This low fps could be because of that processor? Any advice please? Anything would be appreciated. Thanks.
