Unique and Game Wrecking Bug

Making this post because I have exhausted all the other forums and can't find my issue.

Basically, while in free roam and trying to accept bounties/ stranger missions, the mission refuses to accept. What i mean by this is that when I accept the mission, the game recognizes i'm "loading content", but the mission doesnt start until >30 minutes after I initially accept. 

All other missions completely dissapear and become blanked out, I can't accept those either. My rig is modern and shouldn't be having these issues, if you know anything your help is greatly appreciated
