Is this character inspired by Claude/John?

So I already know that both the GTA and RDR universes are separate, however I came across this loading screen picture of a random character that has a lot of facial similarities to Claude Speed from GTA and John Marston from RDR.

Is it possible that R* based this character off both Claude and John? Or did R* overstepped the boundaries of universes and decided to create a character who is related to both of them?

From what I can remember, John Marston’s father is Scottish and also Claude’s last name is Speed which is both Old English and Scottish.
