The three times I've had problems accessing stables have been when I've got an active bounty in the area, when I'm riding a horse which I... *cough* 'acquired' recently and haven't bonded with enough yet, and when there's an active story event currently running which needs to be completed first as part of the narrative. Have you recently broken in the horse you're riding, without switching your saddle to it from your main horse?
