How can Arthur be a better enforcer than Charles

Arthur is the more skilled man, charles would be behind him due to his skills, id say them two are the strongest of the gang, but arthurs life is the gang its better suited. Also it isnt stated hes better than arthur, i mean arthur took down tommy and charles didnt, charles is probably quicker but arthur is stronger
