Unable to loot gun case

So I go to the location where the Semi Auto Shotgun is and I get the prompt to "hold X to loot" I hold X and the white circle fills

 

As soon as it's done I turn to open gun case and nothing happens

 

I can do this over and over but I never open the case

 

I do not already own the gun either. Currently in Chapter 3. Anyone have a fix that doesn't involve reloading?

Could the gun case just be empty? I mean sometimes when you are looking for something or looting, it doesn't always give you something for the process.
