How to equip the cleaver (and other throwables) during showdowns.

I have purchased the cleaver, and am able to use it during free roam in the melee slot. During showdowns in the weapon load out, is listed as a throwables, so I make sure it's ticked. However once in action (most wanted, shootout, or hostile territories) there is no cleaver in my load out.

Seems like a question for R*.  You can report via Social Club Help, they respond within an hour or so.  I'd like to know the answer, quite fancy some Butchery Tools!!
