Lock breaker gone

I purchased the lock breaker from the fence as soon as I opened the fence. I'm on my second playthrough. On my first playthrough the lock breaker is in my item wheel with binoculars and camera.

 

In my newest playthrough the lock breaker is in my satchel, it shows I have purchased from the fence and wont let me purchase another one but has vanished from my item wheel.

 

I'm saying item wheel as holding down LB just so I'm clear. I noticed this after previous update.

That was part of an update. They removed it from the wheel because there was no reason to have it there, you can't 'select' it and use it from there anyways. You can only use it when prompted (youll get the options to kick down the door or to use the breaker when standing near a door/lock)
