I can't find the wildlife exhibition poster

I finished the game and I am at 99% completion. I missed the wildlife exhibition poster during story mode and now it is nowhere to be found. I completed the entire stranger mission in story mode as people were saying that may be an issue but clearly it is not. It is very frustrating as it is needed in order to get 100% completion of the game and yet Rockstar can't be bothered to fix the patch. It seems they are only concerned with the online portion of the game.  I think it is pretty crappy that people have spent hours playing their game and can't finish it without starting completely over because of a glitch that they  haven't fixed when clearly so many people are having the same issue.

The first one is supposed to be at the Valentine train station. I've read someone said they found their first one in Rhodes. Someone also stated that the bounty posters have to be removed, so who knows?

I've found 2 so far, both at Valentine station on the notice board opposite the cashiers office.  It's so long since I played story mode that I can't remember if I had completed the bounties there but I can't think of any reason that would be a prerequisit.
