Dog training, efficiency,etc. Menu?

 I apologize if this is a stupid question, but  what menu can I purchase the skills for trader in? I have ranked up an unlocked all of them but could not find a menu to purchase them. Tried everything around camp no dice, player menu no dice, and even the fence...again no luck. Thanks in advance

They are automatically placed in your inventory. Click on your satchel and go to your documents. I just read mine you cannot buy them.

When you get a skill it comes in panflets, you must go on satchel and open/read each one so they get a checked sign and start making effect
