Random horses

Play  on X-box and roaming around have come across many horses, saddled, standing around or dead on trails that cannot be interacted with. Any thoughts or comments ?

If you see a guy standing behind his horse, troubling with it`s rear foot`s shoe then get your lasso ready. The horse will kill him and be free to pick up. Fast but a bit nervous horse
