UPDATE
Solution - exit game, go back in but select free roam in a different area...
not sure why I didn’t try that before.

You can change the size by going into the player menu - posse - settings. As of right now the only options are a 4 or 7 man posse. You can also change the posse name, and a few other things in that menu.
