Stables icon...no access, small number '2' on it

So, suddenly I have no access to the stables.  I can walk or ride in, but nothing is available as far as purchases/upgrades, etc.  There is a very small 2 on the horseshoe icon. Is this a glitch or is there something in the story line I need to do to rectify this?  Just seems weird it suddenly happened.

I assumed that was the number of horses in your stable, but I haven't really gone there in a while...
