Scope Weapons - Dead Eye

I've noticed you can't use dead eye when you're scoped/zoomed in? Is this the case or am I missing something?

That's probably because with a scoped weapon you  don't really need dead eye.

Dead is meant for accuracy and sharp tuning. If you have a scope, you already have increased your accuracy and sharply tuned the shot.
