use the Dpad left or right to change the length.

Certain stuff unlocks as you level up. Maybe you are not ranked high enough for it yet? I am not entirely sure but I don't think it is a bug. I hadn't messed around with facial hair online enough to know for certain.

It's not a "level" issue or an "unlock" issue. It's a glitch, Google it and you'll see forums and Youtube videos on it. It happened to me too. I created a character with a beard and wanted to switch to stubble and it gave me that issue where its unable to equip it. So, I created a new character with stubble from the start, and now it's glitched again and he's clean shaven, which looks weird. It's clearly a glitch and it's happening to quite a few people. we just have to wait for R* to patch it I guess.
