You need to progress in the story and it will become available.

Once you do the jack mission, which is decently early in the game, fishing will be available so you can catch fish and use them to donate to camp, or cook and eat them.

That one almost made me want a son... Almost... LOL

And I seem to see a lot of people asking questions about unlocking things and what not, most of the stuff just happens as the story progresses. Patience is fun.
