Lake Isabella Legendary Fish Bugged?

The last fish I need seems to be stuck, or dead under the ice in Lake Isabella.  Is anyone else having this problem?  I don't know what I'm supposed to do...wait for an obscure patch that might not come?

Have you tried casting from multiple locations? Happened to me. Was catching different type of fish, moved to a different bank and boom.

more info would help.

I found this one swimming in the shallows near the bank between the ice.  hooked it and it broke my line.  took 3 days in game for it to come back.

I use deadeye and see the lifeless fish under the ice, I will try to have a few days pass in game to see if he comes back to life, but I fished there at every spot I could think of for hours.  Now, I wasn't too bored I was having some beers...lol.
