No, R* does not have an official forum.  However, RDR2.org is a fan site with a great community that is more than willing to help with your issue if they can.  I would recommend reading through and/or posting your problem in our Technical sub forum here:

Even if someone doesn't have the answer to your problem you can sometimes get feedback on their experiences with R* Support, see if your issue is shared by others and even get news if others already received an answer.

To submit a trouble ticket with R* Support, use the link below. Their responses are usually within 24 in my own experience but I think they ask that you allow 48:
