So as most people know, when a game developer creates a second game to any first, they recycle coding. In terms of how much, it varies. 

I would say yearly releases they do it a lot more then ones that come out every 2 to 4 years.

Anyways - since they do recycle old coding and there was no PC coding for the first one, will this change anything??

You mean will it make a PC much further away after the X1 and PS4 release? I don't think we will see a PC release will a long time. RDR1 didn't even get a PC release and the PC version of GTA V was delayed a little bit after the next-gen version of that game. I am not holding my breath for PC for RDR2, but would like to be wrong!

I still say they will have a release BUT it will take time. Yes, it will likely come down to them not having done an RDR game on PC before. 

I know a lot of people think they wont have one at all but you have to consider there are A LOT more PC gamers now than there was just 4 years ago.

With how technology works, this will not effect it. I say this because games and development has changed in just the last few years alone. Whether they decide to make it for PC or not, this will not be a determining factor.
