Has anyone confronted Thomas Downes with maxed honor?

On my second gameplay, I decided to complete most side missions and tasks at the very beginning of chapter 2. But my honor level would not move higher than 75%. I was thinking, maybe if I confront Thomas Downes with high honor, some other kind of confrontation might be available.

It's a critical point in the story, so I doubt there will be any change.

People really need to accept that there's no alternate ending to Arthur's story.
