How do you get loot from the back of a horse drawn wagons?

I had a

scripted encounter outside valentine at the bridge

and it wouldnt let me loot the box in the cart no matter what I pushed.  I could not jump in the back or figure out how to loot it.

I then found a random cart and hijacked it and could not get the loot in the back again. Both times I could see glowing loot in the back with Eagle Eye.

Do I need to wait till a certain point in the game to be able to loot these things?

All that has done for me is kill the horses and prevent me from selling it...

Glad I stopped bothering with those. I'm having WAY more fun hunting.

I am still pretty early in the game and have only done the first mission for Strauss which makes me think there is a reason I cannot climb in the back to get the loot,  Maybe I need to do more story missions?

No horse is worth selling unless it's been trained/bonded.  If you look at the trends, you get more for horses that you've "leveled" than rando horses which you haven't.

Sure, I'll go get the squatty potty horse or whatever people are losing their minds over, but for now, I keep a backup or two in the stable for variety then run with my draft horse. 

 

And yes, hunting is draining a LOT of my time as well.

I stopped bothering with horses once I realized you only get like $5. Not worth the time.

I haven't even bothered with the war horse. Just kept the one you start with. I almost lost him last night though...

I believe you can either open this by shooting the lock in the center or using the lock breaker that is purchased from a fence. Have you tried either?

I havent unlocked the fence yet.  I shot a bit haphazardly in frustration at the box but I never noticed a lock.  I will try to reload a save and try it again.  If there is a lock, I just shoot it and should be able to loot then?  I had another wagon I grabbed in frustration and it had 2 crate looking things in the back that I could not look but it didnt look like they had locks but also showed up with eagle eye.

I'm not positive, but honestly I would progress a bit more. At least to chapter 4. You will unlock many things you need for challenges that you won't be able to do without progressing. Also, unlocking the fence is huge for the legendary animals and other things.

I was going to complete a bounty and the first Strauss mission by collecting the last debt and this encounter just happened to be on my way.  The game really shouldnt throw random encounters at you before they have told you how to do them.

I don't think the back of the wagon "exists" as I had a driver fall back there and disappear. Also never noticed a glowy chest back there. Probably just have to be in the correct position to access, which can take a minute.
