Missing trapper?

Is there a story event that spawns the trapper out West? I’ve ridden out to where he’s placed on the map in the strategy guide, and I still can’t find him. Any ideas?

I was in Strawberry and he wasn't at his stall, all his items were gone and his spot was not on the mini-map. When I walked up to his stall there was a quick message on the top left of the screen, I didn't catch it all, something about he is currently away.

I went to the trapper instead and then later, like a few days later, came back to Strawberry and he was back. 

I know they leave at night but this was the first time I'd seen him leave for more than a day and it looked like he'd moved out. He's back now though.

CORRECTION this was the Butcher at Strawberry for me, not the Trapper.

The trapper is supposed to be West of Big Valley in West Elizabeth. I’m at over 53% and almost done with chapter 4, and I still haven’t seen him.
