Like if I get really low on honor will my gang members start to speak and act differently towards me? And what about regular NPCs in towns and out in the wild? I don't think it has any impact on your gang interactions, but I'm pretty sure I read that townies will respond differently and sometimes be hostile (could be wrong, I'll try to remember to fact check this).
