Can't use Cover Scent

I know the stuff doesn't really do that much to help, but it really bugs me that I can't seem to be able to apply Cover Scent on myself. I've been carrying around a pile of them for ages, but whenever I try to apply it, nothing happens. It doesn't get used up, and I don't get any message about it. I've tried applying directly from satchel, as well as from the item wheel, but neither works. Is this another bug for me, or am I just missing something obvious?

it does work actually but doesn't completely mask your scent that i've seen, and only for a short time.  Go into tracking mode and you can see the scent lines from Arthur are greatly reduced with the cover scent. 

And just like the bait you have to be in the perfect spot to use it.  With the bait when i use it and nothing happens, if you watch Arthur will look at where he wants to place it.  Inch that way or turn that way and then it works.  Cover scent is the same, but you don't get the visual clue.  If it doesn't work turn to the left or right and/or inch to one side or the other and try again.

I'm not saying that it doesn't work as a cover -- I'm saying that it doesn't get used from my inventory at all. Scent lines stay too. It's as if I can't get the lid off the damn jar!

Right, so try inching to the side.  This has happened to me numerous times and that's been my fix.

Well I'll try again tonight, but I don't feel hopeful. I've tried many, many times in various different locations, and it would be a weird coincidence if I was standing in a bad location every time.
