Beard won't grow..

My hair is at max length but my beard is stuck at a solid 5-6..

Hair growth is somewhat tied to story progression.  As you advance through chapters, you'll reach a point where the length of hair tops out at 7 or 8.  At that point, only consuming hair growth tonic will increase hair length.

I wonder if it's game time/chapter related? 

I'm only on chapter 3, been playing daily since release but been trapping and hunting more than story missions. I put the hair tonic stuff on as often as possible and only shave my chops, my goatee is between 7-8 but doesn't move more. Maybe as I get farther into the game it will get to 10. At around level 6 it did give me a message that it wouldn't grown any longer without applying hair tonic. I do that as frequently as I can.

do you know how long it takes to wear off or is it more of a take as you go kinda thing..?

It seems like a message will pop up in the top left, when it wears off like the cover sent message, when it wears off it will notify you.

Basically when I'm a camp I apply it every time it's an option.

I  completed the top of the line one Wednesday night and it's been a game changer. Now when I go into buildings, camps, anywhere, where it used to say "you cannot hold anymore of this item" I now pick up EVERYTHING. 

I go to the general store and keep around 5 things of each for personal use and sell the rest to the general store. It's really nice being able to hold more than 30 cigs, last I checked I think I was at around 68/99.

It's friday plus thanksgiving break is all next week, i think i'll have enough time to get all of em in lol..
