Ability card quick swap?

Am I missing something? I go menu>abilities>.........cards. It takes a long time when you're in a shoot-out.

.....but then you still have to go through the cards to select them which (to me) is the issue.  It's clunky.  

They really should have a "loadout" option where you can create customized selections, name them and then select them from the menu.
