I haven't seen one pop up yet, so I assumed people are keeping their bounties paid down to prevent being hunted.  OR, rockstar hasn't implemented it yet.

I’ve seen 3 or 4 pop up .... and it’s a damn free for all trying to chase the bounty .... when it happens, remember that everyone is the enemy .... shoot every player you see or you will get blasted ....

It seems like it has been buggy for awhile. I haven't bothered with them for this reason. You can always report it to Rockstar but I am sure they are aware that there are issues with the bounties. Hopefully they fix it.

Pardon for my foul language before, and the typos as im not a native english speaker and typing with a phone. I have now tested it and this is what I've found out:

- after 10 $ bounty the npc hunters come after you, it is a mission "Hunted". If you server hop, you will be notified in the next session that the money has been taken from your account as "you have left jail before serving your time". Same thing happens if you close the game or shut down console.

- after 20 $, player bounty hunters can come after you. Whenever you are in the session, other players will be notified that there is a player bounty nearby, and they can accept the mission. 

- the higher the bounty goes, the more relentless the npc hunters become and more frequent the missions. Again, you will have to kill all of them or you will lose the bounty money from your account. After about 50 $  price, the missions will pop up every few minutes, so you will have to constantly fight them. This makes being a wanted outlaw really annoying and hard, because you can't do anything else than fight npc bounty hunters all the time.

- your hard earned bounty price will reset every week without notice

- be extremely cautious when accepting free roam missions such as Trade Route, as after the missions most of the players will spawn in the same session and can instantly attack you

- you can get higher bounty by killing lawmen, every kill is 20 cents. To get to 100 $ bounty, you have to kill over 500 lawmen (very good target practice and a easy way to familiarize new weapons)

- when you have high bounty, you cannot accept certain content, such as bounty hunter missions

- only time when i was able to capture a player bounty myself, the player killed themselves while being hogtied and then requested to have a duel with me

R* could make this the most exiting and enjoyable free roam content in the game, by using npc witnesses to inform where the bounty targets have last been spotted, players to be able to track the bounty tracks, maybe even using dogs to sniff them out in the wild. If they would bring the open world crime from the single player game, like robbing trains, banks, wagons and bypassers, there would be a lot of opportunity and reason to become an outlaw. At the moment you get nothing but harassment from npc's and no gain, so it is no wonder why not too many people bother to raise their bounty. Seems like this game is not about being an outlaw.

 

I am now back at 100$ and looking forward to arranging sniper rifle ambushes, burning moonshine traps and dramatic escapes trough the wilderness. I just need to keep my camp closeby to get the ammo to fight the npc hunters all the time. 

Wish you could all be there to give me some good chase ♥️

Yeah, I wish bounties would stay longer on people who at least are indiscriminately killing other players.   .....although I don't necessarily think there should be any reward for escaping, etc. as that would simply encourage more griefing.  

.....but yeah, bank heists, train robberies, etc. would be really cool.  Maybe if they could distinguish between the types of reasons behind the bounties it would be worth it without condoning griefing.
