I don’t know what the deal is, but I can never get the block out of the basement of this place. I loot everything else, but getting that block out of the wall is all but impossible. I have been lucky enough to get it in the past, but I don’t know what (if anything special) happened in the game that let me finally get it. Do I have to complete some specific mission? Is it a stranger mission? Is it permanently lost after a certain point? This drives me nuts every time I play the game.

Could be a bug. I started a new game recently and the case at Chez Porter that contains the pump action shotgun can't be interacted with either.
