The outhouse, the deformed girl locked in is there anything else to it i heard some dialogue from other characters while riding with them but that's about it, or so it seems.

I had a similar encounter:

There was a boy wearing a sailors outfit locked in the basement of the gun shop (forgot which town) that called out for me. After talking to him, I was able to confront the shop owner about it and he lead me downstairs.

After some dialogue (and freeing the boy) you have the option to kill the shop owner (which I clearly did).

 

That was kind of ****ed up and it seemed like a really odd/unnecessary addition.

Is it just one of those random encounters?

None of those i was just walking around the manor and came across it thinking it was just cool they had outhouses and seen her, arthur put in in his journal and that was that. he labeled it "braithwaite secret"

i had that encounter also i didn't kill him though cuz i'm a sap for sob stories but thats how i got the rifle (forgot the name)

Just a journal sketch and dialogue.  You can return in the epilogue.  And what's on the corpse in the burnt manor, and found in a lock box there.

but also there is a couple of gray secrets too.

First, thanks for using the Spoiler Tool!

I randomly encountered the same thing on one of my lazy exploration excursions.  I even tried to be humane and blow it up with dynamite.  Sadly, the interaction with it seems locked for me, but I'm only on Chapter 2, so it may come up again later in the story.

Maybe so because I came across it on chapter 3 so it might have something to do with progression.
