Why is it so dang hard to make money! Very off putting!

Pretty standard practice in games designed to have micro-transactions, make the game frustrating slow to progress so people make more purchases.

I can't confirm, but it seems like the higher level you are the more you get from doing certain things. I was getting about $2-$6 every story mission I repeated at first, now it's about $5-$10 for each one at rank 22. Pelts, valuables and treasures I think are the same, but activity rewards may be going up. It's not much of an increase, but every bit helps, especially when it's this painfully slow to get any.

Theres no real easy or quick way to make money afaik.  It's very grindy.  

But given the level locks, and that you only really need a very few items to get the most out of the game, it's probably better to just play and have fun and get money 'naturally'.  I suspect that if you try and do hour after hour of grinding (whether hunting endless birds, or fishing salmon, or whatever) you'll get bored pretty quick.

What do you really need: horse, varmint rifle, bow, fishing rod, shotgun.  And if you have UE you already have 3 of those.

Could be true, I just did a quick join story mission at level 20 and got $10 and 440 xp. That's way more than usual.

Reptition, more willing you are to keep playing to get a certain item means they succeeded.  There just need to be a happy middle ground and that is where the beta comes in.  To see if players are willing to grind an activity a million times to get a new gun for  horse.  

Look at GTA Online, many activities paid about 20k and just about anything worth having costs several millions.  How many missions does a player re-run till they get what they want.  What will they farm for after they get it, what needs to be done after they get it.
