% Accuracy definition

Question

I am replaying Outlaws from the West for the Gold. I keep missing Complete with at least 80% accuracy. I hit the enemy every time I shoot but it won't pop. Can you describe what 80% accuracy means. I have tried killing just a couple people to ensure I am shooting them and tried shooting multiple people. Do I need to kill everyone with just one shot each or what?

if you shoot 100 bullets you have to hit the bullseye with 80 of those bullets = 80%

And remember to be conservative with your shots.  If you shoot someone after the first bullet is fatal, it'll probably count as a miss, so got for head-shots as much as you can (a lot of the time, a single headshot is fatal).
