Slow and steady or Never without one?

If you had asked a couple of weeks ago, there would have been an easy answer. NWO used to be super-powerful, but its been badly nerfed.  it now only protects you from some, not all, headshots (they actually have to hit you in the hat, now). 

Slow and steady is situational, and I think, from reading on here, that it also isn't as good as it used to be.  I have them both maxed out, and I think I would probably go NWO, even with the nerf, although I don't use either of those cards anymore - I've switched out to Fight Another Day, Hunker Down and Slippery Bastard, instead.

I wish they'd give you flat out values. I'm trying to decide between upgrading slow and steady to level 2 or Never without one level 2, nwo says you take a little less damage with a hat on, just more damage taken if you don't have one on. And slow and steady changes from a "little" damage reduced to "damage reduced" this dilema is murdering me inside so any help at all would be appreciated, my loadout is slow and steady, to fight another day, come back stronger(may be changed not sure what to put there haha), and never without one,(if that helps) for an anti "first shot" death from griefers

Never without one is broken since it was nerfed. Ditto for slow and steady.  I have both maxed.  Try Paint It Black and Fight Another Day. Peak Condition, Strange medicine . Horseman and winning streak. It is ultimately finding the ability cards to suit your playing style.
