Can't Find a Boat

Finished the main story already and I can't find a boat anywhere to go out to the penitentiary and catch the last legendary fish. Anyone know where to find a boat? I checked all of the locations mentioned in the guide but they're all gone. Thanks!

To the west of the penitentiary there is a group of small islands. Just ride up and down there and a canoe should spawn (I found one on the biggest island and it had respawned when I returned). If it doesn't, try saving at that location, exit the game and reload your last save. And if that doesn't work your best bet is to head to the harbor in St Denis and try to steal one. The latter will be a long way to row though.

I’ll try saving and reloading. I searched all up and down the coast including St. Denis and still could find one. This game is excellent, but there’s still a lot of bugs that need to be addressed.

Bugs aren't always the case. A lot of things in the story work on a timeline so if you don't complete something, the next thing won't become an option. Are you sure you completed everything up to that point that goes along with the story and game play?

It would be a very, very long paddle but there is always a bout in Lagras across the road and a little north of the bait shop.

Sure is. This is actually the first boat I used. I can't remember what you need to do up until the point where you can hop on the boats but there should be a boat here at all times.

I know that. I'm not new to Rockstar games. There are a lot of bugs in this game though.

I'll check it out. There's supposed to be one on the other side of the houseboat on the river according to the guide, but that one is missing as well.

That seems very strange. Maybe this video will help? He explains things pretty well in terms of getting boats in the game.

Found a solution. After fully closing the game and then restarting it, all of the missing boats are now back.

I had a similar situation. I found a canoe near Shady Belle. Used that to get near other boats as I made my way to the island.  Saw an opportunity and jacked a small steamboat. That was awesome, I caught the legendary fish from the small steamboat.

Finally tried to catch the catfish, caught it on my first cast. Took more time to find a boat than to catch the damn thing.

Sameski. Got there using my horse. Started a fire after I was done and it teleported me back to the main land. Boom.
