My beard stopped growing until I progressed more in the story. Took a long break and it never grew.

After you reach a certain length the game tells you that it wont grow any more unless you drink hair tonics. The best way to do that is drink a tonic then take a coach somewhere far away.

I've read the same thing somewhere else. I'm currently chapter 3 with level 9 beard. Soon as I achieve max beard I'm shaving the whole thing off.

If you're intent on growing your beard make sure you don't do a certain mission in Ch 4!

When you do a Fine Night of Debauchery you are forced to shave your beard - at least partly.

I made the mistake of thinking hair pomade was what helped the growth. My beard and goatee was stuck at level 6, I was on chapter 3. I started taking the HAIR TONIC and just started chapter 4 last night, now my beard is 9/10. 

 

Drink the "hair tonic" if you want it to grow.
