I've noticed it but only coming out of town. Once on the roads of the outlands it speeds up. Sounds like you might be suffering one of the 8 billion glitches in this game.

For dual wield with an off hand holster the gun in the drop holster should be the other way around, like this:

I see so this is genuinely how they would have worn a cross draw like this but Rockstar's dual wielding is unlikely. If that's the case I don't see why they didn't just put the other holster down by his left side instead of it being an off hand?

Why does he have two holsters for the right hand? Anyone with holster / cowboy knowledge care to tell me if this is right or just stupid? Why isn't the off hand holster the other way around?

I wouldn't count on it, personally.

Weird, I literally just went up there and got it. Double check on the map from the video that you're in the right place. That's all I can suggest, otherwise it's just not there for you, so maybe push through some missions and go back up.

Dead eye is your friend. Maybe use aim assist until you get better then turn it off, but until then keep your dead eye level up with chewing tobacco and that should help you.

I completely agree with what they said. Everyone seems to be skirting around this but to me it's only a small step further than RDR1.

You can add it back in using your wardrobe.
