YodaMan 3D
Saturday, I joined a group that wanted to hunt horses and go sell them. We went out each eventually found a horse, but no one would take them. Our leader said he saw on his screen that apparently one of us hadn't accomplished something online and it would never let us sell horses. Yet it never said which player. So how do we sell horses? The first mission after you set up your camp Spoiler is one where you steal a horse in a group. I'm assuming this unlocks the ability to then sell a horse at the stables, although I can't be certain because I can never get online without getting error coded. If I had to guess, someone in your posse/group hadn't completed that mission, and only completed the breakout before starting free roaming. reddeaddavedemption
While online the tooltip told me I wouldn't be able to saddle or sell the wild horse I tamed. I took it to a stable just to test and it just kicks you back out on the street.

KRooKeD KRoW
It's likely just a feature that hasn't been added yet. Thought I saw someone post they found a guy that says he'll buy the horses but he can't do it yet for whatever reason. YodaMan 3D
Players were claiming to sell wild horses online. Supposedly the 1st few days it was fairly quick money if you was good at it. I was never able to find a stable that would buy them. I haven't been able to sell stolen horses either, but didn't find that one fun. Edited December 3, 2018 by YodaMan 3D
Kean_1
My fiends and I had no success with this either although as Krow mentioned, it could be something that is added later. .....I will certainly submit my suggestions for it on R*'s feedback site. It was always a good way to get some decent cash in GTA, would be nice to be able to steal horses or capture them in the wild in RDO for the same purpose. Hammer
You will probably need to buy a "Brokers License" for 100 Gold before you can sell a horse. Seriously, what was R* thinking? a Wild West game where you can't catch, tame and sell wild horses. Did they really need a Beta test to tell them that? Maybe it's just a feature they didn't feel the need to focus on with their beta testing so they left it out? It's a system that's already in the story mode and would be no different in multiplayer. I would guess they already have it ironed out and would likely want players to test other things that may not be working as they should (like the economy). I wouldn't make the assumption that they're not going to add it at all.

As Truth mentioned, it could have simply been left out for now. This is a game still in development (not like some other betas on console that are essentially stress tests). Makes sense to me that they wanted to have a launch that was as bare bones as they could make it to ensure they had a solid foundation first before adding additional sessions options, modes, missions, mechanics, etc. This time around it seems R* took their experience from GTAVO to heart and have really opened themselves to community feedback before launching RDO. I hope everyone takes advantage of this and submits their suggestions and reports of any problems they find. https://www.rockstargames.com/reddeadredemption2/online/feedback?step=addb2b0b

Based on what we've seen so far with the current economy, it's likely that R* is artificially depressing the in-game economy during beta so that when the actual online portion goes "gold" or "live", there won't be players with mountains of gold going hog wild in the online store. It makes sense, in a way, but they'd be better off publicly declaring now that all beta progress (apart from gained trophies/achievements) will be wiped when the game goes live--you'll retain your player as designed, but your progress will reset. That way, we'd be able to test the economy for stability and how reasonable the progression is, because the way it is now isn't even a joke, it's like an off-color joke your drunk racist uncle tells you at a holiday meal after his fifth cup of spiked egg nog.
